Run 8 Train Simulator

That sounds unfortunately in line with what experience many other MSTS users, with recent AMD graphic cards, not supporting DirectX 8 anymore. (MSTS uses DirectX 8 for graphics)
Same incompatibility with Intel latest drivers for graphic HD chips, that are bundled inside Intel processors, with which you get wierd graphics on MSTS.
As of today, looks like only Nvidia still supports this old version of DirectX, but for how long ...
My advice in your case, would be to try the very interesting FREE (GPL) alternative train simulator named OpenRails, which is some kind of new MSTS engine.
Open Rails read MSTS routes, activities, consists, and train sets, it uses MSTS entries in the Windows registry to locate where your MSTS files are on your computer to read them into the Open Rails game engine.
Big advantage, it runs on very up to date computers, Windows 8.1, and is constantly improved and updated.
